About the Role
As Head of Data and Technology, you will:Lead the design, implementation, and continuous improvement of IT, digital platforms, infrastructure, and operational technology (OT) systems.Oversee delivery of large-scale programs including ERP (SAP S/4HANA), citizen portals, PMIS, and smart city platforms.Drive integration of IT and OT systems such as toll gates, SCADA, CCTV, smart meters, and environmental monitoring platforms.Ensure PSD’s technology landscape is secure, resilient, and compliant, aligned with national and RAK-wide digital standards.Enhance the resident digital experience by delivering user-friendly web portals, mobile apps, and multi-channel service platforms.Build and mentor a strong technology team, while supporting the Emiratization agenda through structured development and mentorship.Lead the department’s data and analytics enablement, ensuring insights, dashboards, and predictive capabilities drive efficiency and service quality.
Candidate Requirements 12+ years’ experience in IT and technology leadership, with at least 5 years managing large teams and portfolios.Strong background in ERP (SAP), infrastructure, OT integration, smart systems, and enterprise applications.Proven success delivering complex public sector or infrastructure-heavy programs.Experience working with or alongside government entities, integrating shared platforms such as UAE Pass, GIS, and national ESBs.Deep knowledge of cybersecurity, IT infrastructure, and information security frameworks (ISO 27001, ITIL, PMP, TOGAF certifications are a plus).Strong leadership, vendor management, and program governance expertise.Fluent in English (Arabic proficiency highly desirable).
